The role of the Project Management Office Sr. Manager is to provide leadership, organization and coordination to support Program Management Office (PMO)’s key activities, including oversight of project management team, project portfolio management, development of the project management team, program planning and governance. Ensures all projects administered by the PMO adhere to the best practices and standard approaches for program and project management. This role also manages the change and promotes continuous improvement of project management related processes. Provides management and guidance to multi-functional project teams. 


Key Responsibilities

  • Manages the development, implementation and maintenance of project management policies, standards, procedures.
  • Ensures adoption and implementation of project and program management methodology and tools and oversees project and program management coaching.
  • Creates working relationships with project managers and other PMO’s.
  • Drives continuous improvement through trend reporting analysis and metrics management.
  • Establish and operate the regional process work groups to develop and share project management best practices
  • Partners and collaborates directly with stake holders (local, regional and global as appropriate) to ensure PMO governance is effectively and efficiently being applied in delivery of technology initiatives.
  • Works with Project/Program Managers to review, monitor project health.
  • Establishes and implements metrics that measure project performance.
  • Determines the project health by measuring the variance in scope, schedule, cost and quality from the respective baselines.
  • Establish and maintain periodic project dashboard(s) with key KPIs and project summary overview.
  • Provide direction, mentoring and guidance for a team Project Managers with varying degrees of experience. This is a critical role that is tasked with the health, happiness and effectiveness of their team.
  • Provides processes, structure and motivation to project managers to successfully achieve project goal and corporate initiatives.
  • Set and manage performance expectations with the team.
  • Identify and remove impediments that block your team's ability to meet objectives.
  • Maintain harmonized and documented project management process for Technologies projects.
  • Implement R&D process tailoring for Technologies projects when necessary.
  • Budgetary and Resource capacity planning for current and planned projects
  • Maintain regional project manager team collaboration infrastructure (e.g. IMS, Intranet sites, MOMs, actions log, etc.)
  • Perform program management duties for Product releases.   
  • Supports and adheres to Company’s core values.
  • Performs other duties or responsibilities as assigned or required.
  • Supports and adheres to Company’s Code of Conduct and Ethics Policy.
  • Represents Company in a positive, professional manner when working with both internal and external customers.


Education & Experience
Required Minimum Level of Education: Bachelor’s Degree
Required Minimum Years of Experience: 10+ to 15


Desired Education/Experience

  • BS or MS degree in science or engineering or a related field. 
  • Minimum 10 years Project Management experience
  • Experience developing and employing project management artifact standards and best practices (SOW, Task Estimation Plan, Project Proposal, Project Plan, Budget/Variance Report, Status Report, Test Plan, etc.)
  • Minimum 5 years’ experience in a leadership role desired.
  • Experience working with peers internationally
  • Or an equivalent combination of education, training and/or experience.


Required/Desired Certifications
Project Management Professional (PMP) Certification preferred.



  • Experience employing major project management methodologies (e.g. Agile, Waterfall).
  • A deep understanding of Product Development Life Cycle Methodology Phases.
  • Proven ability to work in an ambiguous environment and collaborate across multiple areas in order to achieve a common business objective.
  • Understand and employ project estimation and revenue methods and variance reporting techniques.
  • Must be adept at navigating the diversified landscape with respect to country cultures, company divisions and internal hierarchies
  • Excellent understanding of project management scheduling tools (Microsoft project and/ or Plainview preferred).
  • Extensive experience with HW configuration management & change control methodologies.
  • Excellent leadership qualities and the ability to make decisions without perfect information.
  • Ability to positively influence others without direct authority in efforts to move assigned projects forward.
  • Excellent change management skills. Ability to accept change and respond to setbacks with minimal disruptions.
  • Ability to work efficiently within a matrix management organization.
  • Provide mentorship and professional development to resources.
  • Willingness to travel about 25% of the time.
  • Operational competency with MS Office Suite.
